Need for the course
A good budgeting process is a major and critical factor for project success. Indeed, the benefits of a good budgeting process cannot be overemphasized: it helps establish vital linkages to organizational goals, focuses budget decisions on results and outcomes, promotes effective intra-organization and stakeholder communication, helps achieve goal congruence, clarifies an NGO’s competitive priorities and strategies for the future, improves decision making, facilitates the effective utilization of grant funds and provides managers with realistic performance targets. Additionally, a credible budgeting process provides a bench mark to measure and control performance and creative NGO leadership will use the budget process to create an opportunity for “lower cadre” staff to become involved in planning and performance measurement thus using the budget process as a tool for staff motivation!
Nevertheless, competition for scarce donor resources, failure to have a master budget, hurried and non-consultative preparation of budgets, undocumented budgeting processes, deviation from Work Plans, under and over expenditures , insufficient allocations, unattainable targets/Standards, poor leadership and support, the requirement to present accurate forecasts against the realities of unforeseen needs and cost estimate variations during implementation, lack of knowledge on donor capping, unclear budget objectives and purposes, misunderstanding between the budgeting process and the budget variance, poor comprehension of factors influencing budget implementation among NGOs among others are key budgeting challenges facing many NGO staff.
NGO staff will appreciate that project budgets form part of the contractual basis for funding and donors, besides being very keen on budgeting, are increasingly demanding for proper monitoring of the approved budgets and sometimes(and increasingly so) with little or no margin for deviation which calls for proper budget implementation and control skills among key organization staff and Africa Institute will conduct a 3 day intensive training on budget preparation, negotiation, implementation and control among NGO staff to address the issues raised above.
Overall Objective: Strengthening the competencies of NGO staff in budget preparation, negotiation, implementation and control to secure and consolidate the benefits of budget effectiveness to enhance project success.

•An appreciation of good budgeting practices as key financial management tools for mitigation of financial misappropriation and promotion of transparency and accountability among the NGOs

•An appreciation of effective procedures, guidelines and operational implementation policies in the allocation of funds and to minimize challenges in budget implementation
•An appreciation of the behavioral aspects of budgeting in building meaningful estimates
•An appreciation of the budget as an important organization management tool

Training Methodology
Dynamic, creative, participant centered, practical, interactive, interesting adult learning methodologies and diverse media are applied to lift the participants to high levels of proficiency. After-training, follow-up and remedial coaching will be offered to interested participants on request for free.
